What is the drop rate of Secret Lab Coins in the Ninja Turtles Festival?
There are 5 items that you can earn at random from the Turtles Festival. However, they do not all share the same drop rate percentage. They do not each have a 20% (or 1 in 5) drop rate.
I spent 500,000 Ninja Turtle Coins in the Turtle Festival, to get an appropriate sample size. Note that this is not considered a large sample size, but it's also not a small one either.
Each "Pull" costs 2000 Ninja Turtle Coins (10 Pulls for 20,000 Coins)
3 Star Mutagenic Cube Relic
500,000 Coins is equal to 250 Chances or Pulls
500,000/2000 = 250

Is there Bad Luck Protection on the Ninja Turtles Festival?
Yes.
First coin should be in the first three pulls. Second coin should be in the next six pulls.
Then, every 15 Pulls from then on you're guaranteed one Secret Lab Coin.
How High Should We Level up the Mutagenic Cube?

Some Great work has been done by the community, who are REALLY good at math! You can find their original document here, but be warned it is HEAVY DUTY MATH.
And the tl;dr is Adding everything up the value of each roll is 2276.385 if you do care about chaos cores and 1957.635 if you don’t. You might want to add 50 to those numbers if you value artifacts more (450 instead of 400).
So if you need chaos cores you can roll even with no relic upgrade. If you don’t you need at least level 4 relic. But if you include the cost to upgrade the relic I don't think it’s worth it. Only if you didn’t buy the items at the brawl shop for the turtles and your really want a red+2 turtle. And you should also get the first 2 coins . The first 2 have bad luck protection after 3 and 6 rolls, not 15.
Basically, if you want or need Chaos Cores, the value of each pull is ~2276 Ninja Turtle Coins. It's ~1958 if you don't. So if you want/need Chaos Cores you "break even" with a 1star Relic.
But if you don't care about Chaos Cores (I have 2200 of them!) you need a 4 star Mutagenic Cube to break even.
Note: in neither of these examples is the ACTUAL MATERIAL COST needed to evolve the relic taken into account. This item takes 5 different metals, one of which is the white metal used for Dojo of Justice buffs!
How can I get that mutagenic cube? I only have change spray ... and where do you those pulls? i couldn't find such roulette or something like it. and what do you do with the "Secret Lab Coins"? I didn't find anything where i can spend them.
Nexters made a big mistake on their website in the Turtle event guide:
Turtle Festival "Here, you can exchange Secret Laboratory Coins for random rewards."
They corrected it immeditelly after I reportet it, but to late after the Turtle Festival is online since 2 days.
Some of us thought that there will be a new coin we can exchange, but it is the Ninja Turtle Coin wich we could spend just before in the closing brawl shop.
now they don't have enough for exchange to get 20 lab coins, wich are necessary for the "Path in the Shell" quest wich is necessary for the whole event.

Sorry but there 100% definitely isn't bad luck protection on this. I have just done 8 opens (and yes my first and only opens), and all I got was one coin on my 3rd attempt - shocking :(
