How does the War Flag of Steel Storm Work?

For the flag to trigger successfully, a few conditions must be met:

1. There are at least 2 enemies on the battlefield, it does nothing against a single target.

2. If shield abilities are in effect, at least 2 targets must be unguarded. If an AoE or multistrike hit damages only one hero directly and the rest have their damage absorbed by a shield, the flag will not trigger.

3. Axel redistribution on the enemy side doesn't enable single target attackers trigger the flag through damage redistribution.

If you meet the criteria for the flag's activation, the flag will deal pure damage to all affected targets evenly 1 second after the attack of your hero finishes. Contrary to the flag's description, it also works with basic attacks that have AoE property, provided you're able to hit at least 2 enemies, rather than just abilities that hit multiple targets
