A small update was pushed to the game files earlier today, Dec 3rd, 2020. Here is the official notes from Hero Wars (Facebook):
Hey, we have news! The Tower has been updated: now it's available from team level 15. The tower is a great source of Gold and other valuable resources, so be sure to visit it daily! What team would you recommend to new players for their first runs in the Tower?
Also, there is a change in the way the skin reward in Astral Season works: from now on, you will get the skin even if you don't have an appropriate hero. If you want to learn more, have a look at our updated Astral Season FAQ: https://www.facebook.com/herowars.../posts/2546177089016786/
Two small changes were made, the minimum team level of the Tower dropping from Level 35 to Level 15 should make Gold hoarding significantly easier. Hopefully this change will cause the Tower to be easier to defeat earlier on, so that players in the 50-90 level range don't become as resource starved.
