In the Under the Power of Water (Cascade) Event, there are 3 relics you can level up. Which should you level up, how far, and why?
You Have to Make a Choice: Do you Want a 6 Star Cascade, or a Totem Fragment of Your Choice?
Which Relics to Level if You Want a Totem Fragment
If your goal from the Cascade event is more focused on completing Chapter 7 of the Under the Power of Water to earn the Totem Fragment of your Choice, then you will be required to buff the Amulet of Battle to 250.
Amulet of Battle
This buff is applied only to the Under the Power of Water Activity.
You DO NOT lose this buff if you win a chapter,
or lose a chapter.
Each chapter has a minimum required leveled to enter

608 from Under the Power of Water Event Tasks
190 from the Battle Pass (including the Golden Ticket)
14 from the free Daily Charge (can go up to 60 daily if you spend money)
42 from the free Get Energy

Note: We should consider ranking up the Tome of Greed (a few levels, but how many?) even if we're trying for the Totem first; it will increase the Valor Coins we receive while ranking up the Amulet of Battle!

How to Get Cascade Soul Stones
The only way to get Cascade Soul Stones is by spending Valor Coins in the Altar of Fate activity
You have an 80-90% chance to get 4 Cascade Soul Stones with each pull
It takes 630 Soul Stones to go from 0 to 6 Star
630/4 = 158 (rounded up)
175-197 Pulls will be necessary to get 630 Soul Stones
Tome of Greed
This first relic is GREAT for amassing a large amount of Valor Coins very quickly, as you'll convert your Energy Crystals to Valor Coins in the Exchange
Note: We should consider ranking up the Tome of Greed (a few levels, but how many?) even if we're trying for the Totem first; it will increase the Valor Coins we receive while ranking up the Amulet of Battle!
Grail of Generosity
This relic reduces the cost of the Altar of Fate Spend by -100. It starts at 2500 and decreases from there!
